create-github-issues-for-unmet-specification-requirements

Automatically create GitHub issues

create-github-issues-for-unmet-specification-requirements is an agent skill from the github/awesome-copilot collection that reads a specification file, finds the requirements that the codebase does not yet implement, and creates a GitHub issue for each one. The process has four stages. The agent extracts every requirement from the specification, checks the codebase to see which are implemented, searches the existing issues so that a requirement already tracked is not filed twice, and creates a new feature request issue for each unimplemented requirement. Issues use the feature_request.yml template when the repository has it, and the default template otherwise. Each issue carries a clear requirement ID and description, implementation guidance and acceptance criteria. The skill is useful for turning a specification into a backlog, for auditing how much of a spec is built, and for keeping a tracker aligned with the requirements. Because the agent judges whether a requirement is implemented by reading code, its verdicts can be wrong, so the list of issues should be reviewed before most of them are created, and the repository's issue tracker should be checked for requirements that are only partly met. Creating issues notifies people and changes the project's tracker, so the team should confirm the target repository first. The skill is installed with the skills CLI from the github/awesome-copilot repository. Its skills.sh page showed about 8.9K installs and passing results from three security audits at the time of the scan.
