Create and scaffold plugin directories for Codex

Plugin-creator is a skill from OpenAI's skills collection that scaffolds a plugin directory for Codex. Each plugin needs a .codex-plugin/plugin.json manifest, and the skill can generate that folder with a starter manifest and optional folders and files, filled with placeholders you then replace. Plugin names are normalized to lower-case, hyphenated form and must be 64 characters or fewer, and the folder name and the name in the manifest are always the same. By default the scaffold is created under the plugins folder of the repository. You run a provided Python script from the repository root, then open the manifest and replace the placeholders. If the plugin should appear in the Codex interface in a particular order, the skill also shows how to add or update its entry in the repository marketplace file. It is useful for developers who want to package their own tools as Codex plugins without writing the boilerplate by hand. The skill is listed on skills.sh under the openai/skills repository, as free to use.
