Review PyTorch pull requests for code quality, test coverage, security

pr-review is an agent skill from the PyTorch repository for reviewing pull requests on what continuous integration cannot check: code quality, the adequacy of test coverage, security vulnerabilities, and backward compatibility. It has two usage modes. If the user runs it with no argument, the agent does not start a review. It asks what to review and offers three options: a PR number or URL, or a local branch. When the user gives a PR number or URL, the skill runs in a local CLI mode that reads the change and reviews it. The skill is focused on the areas where automated checks are weakest, so it does not repeat what CI already reports. Its review goals are that changes are well written, that tests cover the new behavior adequately, that no security problems are introduced, and that existing users are not broken by backward-incompatible changes. The skill is listed on skills.sh, with its security audit results shown there. It suits maintainers and contributors who review PyTorch pull requests and want a consistent checklist applied to each one.
