Releasing OpenSpec: audit merged work and changeset coverage

release-openspec is an agent skill from the OpenSpec project that runs the OpenSpec release process as a resumable state machine. It is written for maintainers. On each run it checks the live GitHub state rather than assuming an earlier run finished, and it takes only the next safe action. It audits merged work and changeset coverage, decides whether a catch-up changeset pull request is needed, and prepares or resumes the release. Its principles are firm. The source of truth is the Fission-AI/OpenSpec repository and origin/main. A status or readiness question gets a read-only audit, while a request to release, continue or resume authorizes the release actions. It preserves the maintainer's checkout and uses a temporary worktree from origin/main for release commits when the checkout is dirty or not on main. It never approves its own pull request, since human review is a deliberate gate, and it counts a merge-queue entry as an intermediate state, advancing only once GitHub reports a merged time and the commit is on main. It never creates the Version Packages pull request by hand, because the Changesets action owns it, and it does not push empty commits to retrigger continuous integration. When it pauses, it reports the URLs, the state reached and the exact human action needed. Install it with npx skills add https://github.com/fission-ai/openspec --skill release-openspec.
