The result is a compilable but empty test project with the infrastructure that the later tests depend on: a base class that runs each test inside a transaction and rolls it back, so tests do not leave data behind, and a seed data manager that loads known data for the tests to use. The skill is run once per project before any tests are written. It follows a workflow: inspect the target project, create the xUnit project, implement the transaction-rollback base class, implement the seed data manager, and verify the project compiles. The first step reads the target project's .csproj file to match the .NET version and the existing package references exactly, without upgrading anything, since a silent upgrade would blur the migration. It is useful for migration teams that want the test harness in place before the migration starts, so the tests can capture Oracle's behavior as the baseline.
